Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Special Import Permits: Any permit required including for food, drinks, chemicals, dental products etc. Must be provided for the consignee, is necessary to have an account or Register in BCR (Banco Central de Reerva)
If within two days of the inspection (clearance) the consignee does not pay the duties and taxes, we as a courier are liable for a late payment fee of US $26.28. If after 15 days of shipment's arrival and the consignee has not paid the duties and taxes, we have to issue a letter to the district manager requesting the release of the shipment and if he/she authorizes it, we have to pay US$26.28 for each shipment.

Additional Clearance Information
UPS can clear shipments with a declared value up to US$2,000.00 or weighing 50 Kg (110 lbs). Any shipment valued greater than US$2,000.00 or weighing in excess of 50 Kg. requires a formal entry and will require a third-party broker. Consignees may choose the UPS preferred broker or choose a broker of their choice for clearance of shipments under this category.

Computer parts are exempt from this classification change.

Multiple shipments arriving on the same day for the same consignee from the same shipper with a value and weight of less than $2,000 and weighing less than 50 Kg individually, but in total exceeding $2,000 in value or 50 Kg in weight will be consolidated into one formal entry which will accordingly result in additional time for the clearance process and also additional cost such as; brokerage clearance, warehousing, handling and other costs.

If these shipments are not consolidated, they are considered as divided or fractioned shipments which are penalized by carrier laws.

A new document is required to be attached to the customs declaration. This form is required by the consignee stating their status with Ecuadorian IRS (SRI's) (Service of Internal Revenues) to control the exit of the currencies for the imports arrived to Ecuador, this information must be provided by the consignee in order that the goods can be properly imported and attached to the customs declaration in the clearance process.

In case the importer cannot provide this information, Ecuador customs will be charging a tax of 1% over the CIF value of the import, in addition to the duties and taxes of the shipment. If we have this information subsequently these charges will be avoided from their final liquidation, however a delay will result due to not having the information beforehand.

UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including their apartment, suite or unit number, if applicable. The consignee's telephone number should also be provided if known.

Customs status can be granted for the temporary export of merchandise that will be returned to Ecuador under the same condition it was exported within a certain period of time. These shipments are not for repair or restoration and only will show signs of normal wear and tear. This is a formal entry and therefore we must process the clearance with a customs agent.

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing to a third party, the third party's name, country or territory and account number are required.
  • Duties and taxes can be billed to the shipper, receiver or a third party.
  • When billing a third party, the third party's name, country or territory and account number are required.

    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
  • The freight and duties can be billed to the shipper or a third party
  • The taxes can be billed to the receiver or a third party
  • A surcharge will be applied for the SDV billing option
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Ecuador. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Books are considered non-documents and will not pay duties and taxes as long as the consignee is affiliated with the Ecuatorian Chamber of Books. If not, then the books must be educational going to a school or university and customs will clear duty free.
To send Cosmetics to Ecuador, the importer must have Sanitary Registration with the Ministerio de Salud Publica (Ministry of Public Health}. This applies for all shipments of 4 Kg and above with a value FOB over USD 400 and more than 3 physical units per item.

Samples up to 3 units can be sent without this proviso, providing the Invoive states that they are samples with no commercial value.

Prescriptions for personal use require an invoice and a prescription.

An Import License is required for commercial shipments of medicine. The Prescription has to accompany the package. However, it is not required to be on the outside of the package. It is acceptable to be included inside the package.

Importers of tires must obtain a license from the Ministry of Industry and Productivity (MIPRO) prior to each shipment. See resolution 17 of the COMEX.

Invoice Requirements
Non-document shipments to Ecuador must include:
  • (1.) Original and 4 copies of a commercial invoice
  • (2.) TAX ID - which is mandatory to all Non-Document import shipments; Note that the Customs Authority will not clear volume that does not include tax information. UPS Brokerage team will search for the TAX ID and charge a fee of US $5.00
  • (3.) The commercial invoice is mandatory

    In the case when there is no commercial invoice included, Ecuadorian Customs will accept in its place, a declaration of value in origin subscribed by the consignee, which certifies that the merchandise is missing a commercial invoice. Invoice and description of goods must be accurate and complete. Please place an extra copy of the commercial invoice inside the shipment. The invoice must say commercial invoice and under no circumstance can it state Proforma. It must be complete and accurate with a detailed description of items, commercial value and code number, especially the consignee's tax ID number.

  • (4.) The consignee's telephone number, if available, should appear on the invoice

    Original invoices are required by law and prevent Customs delays. Invoices must be on company letterhead and not hand written. No other type of invoice will be accepted by Ecuadorian Customs.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Ecuador.

    Advertising literature is prohibited.
    Advertising stickers are prohibited.
    Agendas are prohibited.
    Catalogs with printed advertising material, is prohibited to be imported to Ecuador. Catalogs used to show the functioning of devices, is allowed to be imported to Ecuador
    Starting January 2017 EC Customs has notified that the importation of cellphones via a Courier or Express Delivery company is prohibited. Any shipment arriving with cellular phones will be seized and Customs will only allow shipments to be Returned to Shipper or Abandoned.
    Imports of Clothing are restricted to one shipment a yesr,up to 20 Instituto Ecuatoriano de Normalizacin Kgs and maximum value of $500 if INEN and MIPRO not obtained.

    If the consignee has INEN (Instituto Ecuatoriano de Normalizacion} and MIPRO ( Ministerio de Industria y Productividad) authorisation, shipments up to 50 Kgs and maximum value of $2,000 can be sent.

    Electronic Cigarettes can only be shipped with an International Special Commodities (ISC) contract.

    Special Clearance Requirements
    This includes documents or information, such as: letters, forms, newspapers, press, photography, titles, magazines, catalogues, books, cards, check books, secogramas or any other type of information. Also, magnetic, electromagnetic, or electronics such as: contents of audio, video, that are not subject for licenses, being of judicial, commercial, banking nature, etc., but not of commercial purpose.
    Shipments from Ecuador that need to be restored, fixed, or repaired can be shipped without penalties during a 1-year period if authorized by the Customs District Manager in Ecuador. The grant cannot exceed 1 year, for its import after it has been restored, fixed or repaired. This process must be done throught a customs agent.

    This information must be correctly stated on the manifest and invoice explaining that the shipment is a temporary export.

    Samples with no commercial value are not subject to taxes. Air waybill and invoice must indicate samples. The physical characteristics should demostrate that they are samples with no commercial value.
    New requirements have been implemented for both small package and WWEF shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
