Additional Import Documentation
For U.S. exports to qualify their U.S. made goods for tax exemption into Chile, they must have a Certificate of Origin. Chilean Customs will evaluate if these are in accordance to the "Free Trade Agreement" with the US.
Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

It is not necessary for food products to have an import license. When the shipment is received in Chile, the consignee receives a notification card from UPS Chile and the shipment is retained until the consignee clears it. It is then that the National Health service looks at the imported shipment and authorized clearance.

Additional Clearance Information
Shipments valued US$3000.00 and greater must be cleared by a third-party broker. The consignee would need to arrange this. If different shipments below US$3,000 are arriving same day to same consignee, Chilean customs will proceed to combine shipments and if the sum of values is $1,000 or greater, then it will be treated as a formal shipment needing clearance from third-party broker as well. Once 20 days have passed from shipments arrival for any value and if not cleared within that time, UPS will proceed to return shipment to origin according to Article 91 bis of Customs local laws to go back to shipper (if requested), otherwise will be abandoned. Warehouse Fees: For Days 1-20 from shipment arrival: US$80 will apply for any shipment below US$1,000 plus taxes and $107 For any shipments above US$1,000 plus taxes, an additional US$126 will apply for any shipment above US$5,000 plus taxes. For any shipments above US$1,000 plus taxes, an additional US$17 will apply for any shipment above US$5,000 plus taxes. After 20 days, UPS will proceed to return packages to origin. If for any reason, a shipment stays in Chile passed the 90 calendar days from arrival, Customs will presume the merchandise has been abandoned and will be sent out to bid. Per local Customs Regulations, all import shipments must contain the consignees Tax ID, otherwise missing Tax ID: An additional US$40.00 plus tax will be charged for all packages. Additionally, all shipment addresses to the metropolitan area of Santiago must contain the specific city (comuna) within Santiago. A shipment to Chile, regardless of its declared value, is delivered door-to-door after the consignee's broker or the UPS broker has properly cleared the shipment. A shipment cleared by a broker takes 2 to 3 working days before it is delivered.
All Chilean customers importing to Chile from any of the European Union countries or territories will not be charged the 6% Customs fee.

According to the Free Trade agreement between Chile and European Union Countries or Territories, EUR1 will be needed for imported shipments with a declared value of 6000.00 Euros and over. For shipments with less then 6000.00 Euros, they need to be accompanied by an original invoice clearly stating the merchandise is from a country or territory member of the European Union and with a customs stamp on the invoice.

Chile and the United States signed a Free Trade Agreement in 2004, and goods made in the United States exporting to Chile have a preferential tax treatment. To receive this special treatment, the Certificate of Origin must accompany the goods upon arrival.
UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

Import volume: Santiago - Via del Mar - Valparaiso are the only cities in Chile served directly by UPS. The rest of the country or territory it is served by a third party agent. UPS does not offer service to Easter Island (another address must be provided).

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing to a third party, the third party's name, country or territory and account number are required.
  • Duties and taxes can be billed to the shipper, receiver or a third party.

  • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
  • Please note the following third party billing exceptions:
    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Chile. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Cows, goats, sheep, and pigs are considered domesticated animals. All other animals are considered non-domesticated animals. Items or products made from non-domesticated animals are restricted in the UPS system and only allowed with a UPS ISC contract. CITES permit and additional restrictions may apply, please check with your local ISC Coordinator.

All imported animal food products will be inspected by the SAG (Agriculture and Livestock Dept.) before Customs can clear shipment. This process will delay the shipment by 1 to 2 days.

All cosmetic shipments are under the Chilean Health Ministry's authority and must follow these procedures
  • For less than 10 items per shipment it requires a declaration prior to arrival that
    • Goods are for personal use only
    • Copy of the consignees national ID (cedula de identidad)
    • Copy of the air waybill, commercial invoice, etc.
    • Sworn declaration from the importer (consignee) indicating that the goods are for personal use only and not for commercial purposes.

The entry process approval from Chile Health Ministry, if the information is sent ahead of the arrival of the goods. takes about 48 hours, and then it can be presented for clearance with Chle Customs (Certificado de destinacion Aduanera), for delivery to the address of the consignee.

Incomplete shipments cannot be processed and the maximum is 10 items. For shipments with more then 10 items it requires

  • A resolution from the warehouse that the items will be kept in a proper environment at the airport, until the goods have been released, if the consignee doesn't have it's own warehouse then they need to present a contract indicating that the warehouse to be used complies with the requirements and is authorized by the authorities to provide this service
  • Air waybill number, commercial invoice, etc. It is best if the shipper firstly contacts UPS or their broker to understand the process for these types of shipments, to minimize delays and other costs.
Audio and video discs are subject to government inspection.
Prescriptions for personal use require an invoice and a prescription.

An Import License is required for commercial shipments of medicine. The Prescription has to accompany the package. However, it is not required to be on the outside of the package. It is acceptable to be included inside the package.

Films and videos sent to Chile will not be censored provided the description is specific (technical, educational, scientific or family). The invoice must clearly state that the films or videos are not for commercial use. If for commercial use, they may be subject to censorship.
All food items arriving in Chile require the consignee to obtain an Import Permit from the Health Department, if not obtained, unable to clear.
All maps imported must be revised by DIFROL (Direccion de Fronteras y Limites). The inspection could take up to three weeks before clearing customs.
A prescription and a certificate from the Chilean Department of Health ("Certificado Del Servicio Nacional de Salud") is required in order to import medicine.
Sample shipments can be sent with a pro forma invoice only. An import license is required if the CIF (cost, declared value, and freight) value exceeds US$3,000.00.
Import of Alcoholic beverages into Chile is permitted via ISC contract service. UPS does not serve direct to consumer(DTC) shipment into Chile Alcoholic beverages will be inspected by the SAG (Agriculture and Livestock Dept.) before Customs can clear the shipment. This process will delay the shipment by 1 to 2 days

In addition to a detailed description of each item, write additional comments of "gift shipment" on the invoice and in the Special Instructions box of the UPS Waybill to insure a proper assessment of duties and taxes.

Invoice Requirements
Non-document shipments carried by UPS to Chile must be accompanied by one original and two copies of a commercial invoice. Please do not include the freight charges paid for the shipment, only the declared value of the merchandise, otherwise the consignee will assume extra charges.

Invoice requirements must include the following description for companies:

  • Tax ID identification number (RUT) and Company Formal Name (Razon Social)
  • Appropriate content description: "samples", "Part and Pieces of" - "Gifts" will not be accepted as descriptions - Highly recommend if the content is associated to its Harmonized Code (HC)
  • Importer of record
  • Terms of sale (for example, FOB, ExWorks)
  • Declared FOB value: (zero or "Value for Custom Purposes") will not be accepted
  • Purpose of merchandise (for example, gift, sample, or for "resale"). This should be in a separate line from the Description line
  • What the merchandise is made of
  • Unit price, subtotal, merchandise total
  • The invoice must say "Commercial Invoice" as the title

For individual :

  • Full Individual Name and Individual Identification Number (RUN)

  • Importer of record

  • In a separate line from the Description line. - What merchandise is made of, Unit price, subtotal, merchandise total
  • The invoice may have the title of "Pro Forma Invoice". A commercial invoice is highly recommended when the shipment is Business to Person.

Non-compliance will result in customs hold and delays until the information is received.

Additional charge of US$40.00 plus tax will be charged for all packages paying custom clearance that do not indicate Tax Importer ID (RUT).

Chile Customs will no longer accept a proforma type of commercial invoice (for example UPS Worldship, ETPS2, etc.) as an import document for preferential treatment of duties and taxes from countries or territories that have a free trade agreement with Chile. Imports arriving with this type of documentation will either pay the regular duties and taxes or if they want preferential treatment will have to request a "regular/normal" commercial invoice and will therefore incur delays and warehousing expenses.

Chile Free Trade Agreement:

In order to meet the Free Trade Agreement guidelines established between USA and Chile, the shipment must be accompanied by a Certificate of Origin and an original commercial invoice stating that the goods are of U.S. origin. They should both be presented to customs and if approved by the Custom Officer, they may be exempt from paying 6% duty.

Items Classified as Documents

The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet those criteria to be considered a document shipment.

Canceled and blank checks are considered as documents.

Electronic Cigarettes can only be shipped with an International Special Commodities (ISC) contract.

The Commodity requires Health Ministry Authorization.

Personal Effects cannot be shipped between these countries or territories.
Unaccompanied baggage must be sent as cargo. An itemized invoice or proforma invoice must accompany the shipment and an Import License is required if the CIF (cost, insurance,freight) value exceepds US$3,000.00.

Special Clearance Requirements
All shipments consigned to government institutions are exempt from duties and taxes. These shipments require the following information:

  • Complete name of the institution where the package is addressed
  • A commercial invoice that describes the use of the merchandise as well as a statement indicating the shipment is exempt from duties and taxes
  • A sticker, if available, attached to the shipment indicating that it contains "Diplomatic Material"
  • New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
