Additional Import Documentation
All import shipments with a declared value of 1000 USD or over requires a company license with a Tributional Identification Number (NIT).
An Import Declaration must be signed by an authorized broker.
Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Freight Forwarding: Per regulatory requirements all Freight Forwarding Cargo shipments require that MAWB and HAWB must be used for import purposes. They must be original hardcopies and not copies or excel reproductions, in addition, the consignee will require original commercial invoice and packing slip in Spanish as part of the entry clearance documentation with a clear description of the goods being shipped. Please note goods with zero value ($0) or nominal value for "customs purposes" are not accepted. All goods must have a reasonable value to avoid delays, subjective valuation by the authorities and fines.

All goods, regardless of the commodity or value, are assessed duties and taxes.

UPS provides Brokerage services for shipments that are valued at US$1000 or less. Shipments that are greater than this value will require an independent licensed broker who is authorized by Salvadorian Customs. Fee for processing is an additional US$48 (Valid beginning on February 15)

UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

If a shipment is going back for re-importation (for example, warranty, repair, or other), a temporary export form must be prepared with the appropriate documentation showing the shipment's original inbound receipt.

Goods must be returned within 45 days from exportation of repairs or they will be subject to the formal entry process.

This shipment will only pay for duties and taxes based on the cost of repair.

Goods misrouted must be sent out within 48 hours or they will be considered as imported and subject to all formal entry procedures. This procedure needs to be done by a certified Customs agent.

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.

For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
  • The freight and duties can be billed to the shipper or a third party
  • The taxes can be billed to the receiver or a third party
  • A surcharge will be applied for the SDV billing option
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to El Salvador. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

All chemical products must be accompanied by a detailed invoice and it needs to be VISA by the Department of Chemical and Pharmacy. A certified pharmaceutical person must certify the products with his signature. A fee of US$25.46 will be charged to the consignee.

All food products need an extended import permit granted by the Food and Health Administration.

All pharmaceutical products must be accompanied by a detailed invoice and a VISA from the Department of Chemical and Pharmaceuticals. A certified pharmaceutical official must certify the products with his signature. A fee of US$25.46 is charged to the consignee. In addition, the shipment will also need a permit from the Public Health Department (Consejo Superior de Salud Publica) at a cost of US$22.60, and a permit from the Ministry of Public Health (Ministerio de Salud Publica)at a cost of US$16.30, all payable by the consignee.

Invoice Requirements
Non-document shipments to El Salvador must include 3 original invoices. Failure to include an original invoice will result in clearance delays of 5 to 10 days. Customs will not accept copies, scanned, or faxed invoices, invoices from DIS or invoices with UPS format. Salvadorian Customs is not accepting Worldship invoices until further notice.

Invoices must include:

  • Commodity description
  • Freight and other cost detail
  • The name and address of the seller
  • Place and date that package is being shipped
  • The name and address of the buyer of merchandise
  • The detailed description of goods by brands, model or style, etc.
  • The quantity of the merchandise
  • Unit value and total value of the merchandise
  • Term of sale (Incoterm) agreed with the seller

Imported shipments without the original invoice will be held and will cause a delay.

The consignee's telephone number, if available, should appear on the invoice.

  1. The content must not be sold commercially or have commercial value.
  2. The data cannot be software.
  3. Specifically write "intercompany data on diskette/CD ROM" in the description of the goods field of the waybill.
  4. Mark an "X" in the documents only box on the waybill.

New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
