Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Mandatory that all imports from any origin to Dominican Republic, customer must place the complete and correct name of the consignee. For commercial cases, mandatory that shipper place the trade name, correct address and telephone to the cnee very important Dominican Customs has implemented a new processing system, which requires that shipments to a commercial establishment have the RNC (Tax ID) and that this number be registered under the same NAME in the Dominican Internal Revenue registry, or else the shipments will not be cleared and the consignee will have to personally go to the authorities to correct the matter.

Shipments sent to a person must have the consignee's National ID (Cedula) number provided on the commercial invoice. Non compliance with this request will result in significant delays, due to the many bureaucratic steps that will be required to correct the situation within the Dominican Customs system.

Goods being exported into the Dominican Republic, consigned to a business, require the entity's Dominican tax identification number (RNC) be on the commercial invoice for the acceptance by Dominican Customs of the payment of duties and taxes. Consignments to a business without this information will not be processed and will be held by Customs until that information is provided by the consignee.

Non-document shipments to the Dominican Republic must include 1 original and 2 copies of a commercial invoice. Failure to include an original invoice will result in Customs delays and penalty fees. Include the consignee's name and telephone number to ensure timely delivery

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.

    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Dominican Republic. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

All blank checks must be declared as merchandise and the description should say blank checks,when they are submitted as if they were goods and Dominican Republic Customs dispatched.

All signed checks less than US $10,000 can usually come as documents and dispatched.

Checks above US$ 10,000 should come in declared and in the AWB description fill out the amount, the sender and whom it is addressed to. These checks are subject to retention by customs if they choose to detain.

Please note that Customs inspect them and could be seized.

Medications sent for personal use requires the consignee to obtain a permit from the Dominican Republic Health Department (Salud Publica) so that customs will authorize the clearance.

If the product is for commercial purposes (samples, etc.) then the consignee must have it registered with the Dominican Republic Health Department and once registered, the commercial invoice must be stamped by the Dominican Republic Health Department so that Customs will authorize the release.

Invoice Requirements
Non-document shipments to the Dominican Republic must include 1 original and 2 copies of a commercial invoice.

Dominican Customs has advised all carriers that "Proforma" type of invoices such as those generated by Worldship have never been acceptable and are still not acceptable for import purposes and shipments not complying with the requirement of a detailed original commercial invoice will be held until a proper commercial invoice is presented for clearance and that if the shipment is not cleared in accordance to the required time it will incur into delay and thus into "Mora" penalties. Shipments to a person must have the consignees' National ID (Cedula) number provided on the commercial invoice.

Penalties, due to delay, will be passed onto the consignee or shipper depending on the circumstances. Non compliance with this request will result in significant delays, due to the many bureaucratic steps that will be required to correct the situation within the Dominican Customs system.


Items Classified as Documents

The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet those criteria to be considered a document shipment.

Validated airline tickets are classified as documents. Blank airline tickets are classified as non-documents and require an invoice.
Diskettes including data are classified as documents. New diskettes are classified as non-documents and require an invoice.
Promotional and training films are classified as documents. Commercial films are classified as non-documents and require an invoice.
In order to ship intercompany data on diskette or CD ROM, the following guidelines must be followed:
  • The content must not be sold commercially or have commercial value
  • The data cannot be software
  • Specifically write "intercompany data on diskette/CD ROM" in the description of the goods field of the waybill
  • Mark an "X" in the documents only box on the waybill

Prohibited or Restricted Commodities

In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Dominican Republic.

As of July 30, 2010, the importation of used electro domestic goods is prohibited, per decree under article 2, of Customs law 04-07, which includes but not limited to, microwave ovens, toasters, TV sets, radios, stereo equipment, food processors, washers and dryers, refrigerators, etc.

Any used electro domestic arriving on or after July 30, 2010, will be returned to the shipper at the expense of the shipper or be seized by Customs. No exceptions will be allowed.

Electronic Cigarettes can only be shipped with an International Special Commodities (ISC) contract.

New requirements have been implemented for both small package and WWEF shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates
