  • A Certificate of Origin is required for products for human or animal consumption that are derived from animal or plant products. Commercial shipments or sample shipments of this product will require a Certificate of Origin to obtain the import permit.
The Tax Exemption Certificate is used to declare that the product is safe from disease and free for exportation.
Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Freight Forwarding: Per regulatory requirements all Freight Forwarding Cargo shipments require that MAWB and HAWB must be used for import purposes. They must be original hardcopies and not copies or excel reproductions, in addition, the consignee will require original commercial invoice and packing slip in Spanish as part of the entry clearance documentation with a clear description of the goods being shipped. Please note goods with zero value ($0) or nominal value for "customs purposes" are not accepted. All goods must have a reasonable value to avoid delays, subjective valuation by the authorities and fines.

Clearance of non-document shipments valued US$1,000.00 or less requires an informal entry; UPS clears the shipment.

Compact discs (CDs) and cassettes will be assessed a duty of approximately 22% for duties and taxes. Digital video discs (DVDs) and disk media will be assessed duties and taxes of 27%. If a music CD has a declared value of less than US$4.95, a form must be filled out stating the value.

Non-document shipments valued greater than US$1,000.00 require a formal entry, which is handled by a UPS-recommended broker or a third-party broker.

The following stipulations may apply to non-document shipments valued over US$1,000.00.

  • An informal entry for shipments valued greater than US$1,000.00 requires that a Declared Value of Shipment for Customs Form be filled out by the consignee or importer. This form serves as an agreement for Customs that the value stated on the shipment documentation is true.
  • Customs has the authority to send the shipment to an independent appraiser or to ask the consignee to demonstrate the value of the shipment using catalogs or other sources. Delays may occur.
  • Shipments containing electrical appliances, clothing, fabric, or threads may be sent to an appraiser.
  • Door to door delivery is available for all shipments.
    Credit card payments are accepted upon delivery for freight and import charges by this destination. Contact UPS or the UPS service partner in the destination country or territory to determine which credit cards are accepted.

    Restrictions may apply for freight collect shipments from the origin country or territory. Contact UPS or the UPS service partner in the origin country or territory prior to shipping.

    Billing Options
    • Shipping charges can be billed to the shipper, receiver or a third party.
    • When billing the receiver, either the shipper or receiver's account number is required.
    • When billing to a third party, the third party's name, country or territory and account number are required.
    • Duties and taxes can be billed to the shipper, receiver or a third party.
    • When billing a third party, the third party's name, country or territory and account number are required.
    • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
    • Please note the following third party billing exceptions:
      • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
    • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
    • The freight and duties can be billed to the shipper or a third party
    • The taxes can be billed to the receiver or a third party
    • A surcharge will be applied for the SDV billing option
    Commodity Specific Stipulations

    There are special stipulations on the following commodities when shipping to Guatemala. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

    It is necessary to pay duties (IPSA) a copyright that consist in a 3 percent duty estimate on the value of the product. If the compact disc (CD) is declared lower than US$4.50, a form must be filled out stating this value (US$4.50). Compact discs (CD's) cassettes, approximately 22% for duties and taxes, digital video discs (DVD's) and disk media will be assessed duty and taxes of 27%.
    Prescriptions for personal use require an invoice and a prescription.

    An Import License is required for commercial shipments of medicine. The Prescription has to accompany the package. However, it is not required to be on the outside of the package. It is acceptable to be included inside the package.

    Articles of leather require a Zoosanitary Certificate and a Free Sale Certificate issued by the Department of Agriculture of the exporting country or territory. The consignee must be registered with MAGA (Department of Agriculture) to import such products.
    Medicine shipments are classified in two categories:
    1. For personal shipments of prescriptions, the prescription from the doctor should be included.
    2. For commercial shipments, a registration number in Guatemala should be included.

    In the case of medicines not registered in Guatemala, the invoice should state "samples for registration". Otherwise, a temporary permit can be obtained from the Health Ministry. Medicine shipments into Guatemala require a Certificate of Free Sale.

    Invoice Requirements
    Starting January 2016, Customs will ONLY accept original commercial invoices for all import non-doc shipments Starting December 5th, 2013 a new regulation will become effective for Customs Clearance in Guatemala. Shipments without a Commercial invoice or an invoice that does not clearly indicates the type of goods (proper descriptions), will be subject to potential brokerage hold and fines up to $300 USD per Shipment

    Items Classified as Documents

    The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet those criteria to be considered a document shipment.

    Used diskettes that include data.
    In order to ship intercompany data on diskette as a document shipment, the following guidelines must be followed:
    1. The content must not be sold commercially or have commercial value.
    2. The data can not be software.
    3. CD ROM's are not considered diskettes and are not acceptable.
    4. Specifically write "Intercompany data on diskette" in the description of goods field on the waybill.
    5. Mark an "X" in the documents only box on the waybill.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Guatemala.

    Electronic Cigarettes can only be shipped with an International Special Commodities (ISC) contract.

    Imports require an Original Commercial Invoice and the Original Transportation Documents.

    Personal effects cannot be shipped between these countries or territories.
    A Phytosanitary Certificate and Certificate of Free Sale must be provided by the Department of Agriculture of the exporting country or territory. The consignee must be registered with MAGA (Department of Agriculture) to import such products.

    Shipments of samples require a commercial invoice that states "samples without commercial value - value for customs purposes only." The consignee may still pay duties, unless the merchandise is rendered unusable by Customs. Samples also require a Certificate of Origin.

    New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory
