It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.
It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.
All small package shipments entering PE are charged with Brokerage fees. The rate charged depends on the shipment CIF value, as stated below:

Shipments with FOB Value greater than US$2000 need Formal Clearance and will be charged US$50 (+ 18% sales tax) Handling fee.

Shipments with a value over US$2,000.00 will be treated as a formal entry, the clearance process will be worked by a Broker Agent(UPS Aduanas Peru as first option, which rates are listed under Formal Volume (shipments > USD 2,000 FOB) in the Brokerage Section above).
Peruvian customs will not accept incorrect consignee names or incorrect descriptions of the products. A rectification will be required and a fine of US$260.00 will be issued by customs. Peruvian customs will allow manifest rectification for 30 days after flight arrived. A letter must be sent by the shipper to UPS Peru asking for the rectification.
There are special stipulations on the following commodities when shipping to Peru. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.
Medicine samples that are for testing or certification will be held by Customs for registration or testing.
A Sanitary Registration issued by DIGESA (Sanitary Office of the Ministry of Health) is required.
If multiple shipments arrive for a same consignee, the same day and if the total amount of their original commercial invoices are higher than US$200.00 it will be treated as category 3. Duties and taxes will be issued by Customs.

This will be treated as formal entry, and the cnee must work with their Broker Agent. Our Broker Agent can work this kind of shipment as long as the parcel arrives under F/D bill term.

Customs authorities no longer accept WorldShip Invoices
Peruvian customs requires an original invoice on company letterhead. The invoice must have the correct and complete consignees name, a declared value in U.S. dollars. The invoice should include a correct and detailed description of the product, including unit price and total price by line item. This enables Peru customs to correctly evaluate the shipment value for duties and taxes. Peru customs will not accept the following phrases on the invoice: "Pro-Forma", "Values for Customs purposes only", "Samples without commercial value".

Note: To expedite clearance, it is suggested that a Spanish translation be forwarded with the invoice or the consignee will be contacted for this information.
The consignee's telephone number, if available, should appear on the invoice.
The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.
The content must not be sold commercially or have commercial value. The data cannot be software. Specifically write "intercompany data on diskette" on the waybill. Mark an "X" in the Documents Only box on the waybill. Shipments in excess of 4 units or that do not meet all the requirements listed above are considered non-documents and require an invoice.
In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Peru.
