Additional Import Documentation
Government Registration Certificates (Sanitary-Epidemiological Control)

Commodities which are subject to sanitary-epidemiological controls must be registered prior to the first import. The Government Registration Certificate will be issued by the government authority ROSPOTREBNADZOR based on evaluation of product samples. Samples supposed to be imported for the purpose of for certification can be imported without the certificate if the purpose of importation is clearly indicated on an attested invoice in Russian language. The shippers invoice must state the producer name, the country or territory of origin and full detailed description of goods.

A copy of the Government Registration Certificate must accompany the commodities which are subject to sanitary-epidemiological controls at the point of time of importation.

License issued by the Ministry of Economic Development

Importers of telecommunication equipment, software and similar items have to check with the Federal Security Service (FSS) if the products are subject to licensing by the Ministry of Economic Development. Products including scramblers or encryption software are usually subject to licensing. The importer must apply for the license issued by the Ministry of Economic Development.

For telecommunication products, software etc. not subject to licensing,the FSS has to issue a notification stating that a license is not needed.

Either the license or the notification of the FSS is needed for the import clearance.

Declaration of Conformity (EAC marking)

A conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should labeled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Products intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such products or spare parts and components are imported for internal use only, and not for resale.

Range of products:

The most important products are automotive spare parts; clothing; computer equipment; electric equipment; cosmetics; machinery; software; Telecommunication Equipment including Telephone Equipment, Television; toys; tokens electronics signature keys; veterinary products and packing materials (not UPS packaging )

Formal Entry Declaration

For shipments exceeding the deminimis value limit, the importer must provide the following documents:

  • Legal documents of the importer (notarized copies) or passport copy for private individual
  • Application letter to customs
  • Translation of the invoice into Russian (to be attested by the importer)
  • A copy of the contract between the Shipper and the Importer (if applicable)
  • Passport of bank transaction. This is a special document of currency control, which is issued by the importer's bank (if applicable)
  • Proof of Payment (if applicable)
  • Certificate of conformance issued by ROSTEST (if applicable), or any other import license (if applicable)
  • Brokerage contract between the consignee and UPS Russia (if applicable)

There are usually no extra requirements regarding import documentation for shipments that do not exceed the deminimis value limit if the imported goods are not subject to additional control on the part of other state authorities of Russian Federation.

Import shipments to private individuals require a formal entry clearance whether high value shipments or low value shipments. Please refer to Additional Clearance Information - Business to Consumer (B2C).

Commodities which are subject to product safety regulations or undergo sanitary-epidemiological controls at the border have to be accompanied by an attested invoice (shippers stamp and signature). The shipper's invoice must state the producer name, the country or territory of origin and full detailed description of goods. Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Additional Clearance Information
Starting on Monday, February 10, 2014, the Customs authorities in Russia began using an electronic customs clearance process for all non-document shipments sent from business to private individuals (B2C), intended for personal use and with a CIF-value below 500.00 EUR per calendar month and below 31 kg per calendar month.

All B2C shipments must be cleared within a formal customs declaration but no duty and VAT applies. The informal customs declaration requires certain data and documents which has to be keyed into the customs system or provided to the customs officer.

The private importer must provide:

  • The full name of the consignee (First, Middle and Surname)

    The passport number and its date of issue

    Tax ID (INN)

    Consignees residential (registered) address.

    Documents

    • A passport copy

      Tax ID confirmation form

      A purchase order confirmation (copy)

      A power of attorney (brokerage agreement with UPS Russian Federation) signed by the importer.

      A copy of proof of payment (bank statement regarding payment for the shipment)

      Importer's guarantee letter in the original that the monthly threshold is not exceeded.

      Duty and taxes payment (if applicable)

      • UPS and other carriers are not able pay Duty/Tax on a private customers behalf. It is mandatory that the customer pay Duty/Tax to customs personally.

        All shipments from business to consumer exceeding 1,000 Euro CIF-value per calendar month or 31 kg per calendar month-must be declared within a formal entry declaration where duty and VAT applies. Please check the service area for high value shipments under 'Areas Served'.

The maximum value limit to the following cities is US$50,000.00 per package:

Moscow (including postcodes 140000-144012 in Moscow Oblast), Nizhniy Novgorod (including Nizhegorodskaya Oblast), Krasnodar (including Krsnodar Oblast), Novorossiysk, Sochi, Stavropol (including Stavropol Oblast), St. Petersburg (including Leningrad oblast), Khabarovsk (including Khabarovsk Oblast), Blagoveschensk, Vladivostok, Arkhangelsk, Astrakhan, Belgorod, Bryansk, Chelyabinsk, Chita, Irkutsk, Ivanovo, Izhevsk, Kaluga, Kazan, Kemerovo, Kostroma, Krasnoyarsk, Lipetsk, Murmansk, Naberezhyne Chelny, Novgorod, Novokuznetsk, Novosibirsk, Novy Urengoy, Omsk, Orel, Orenburg, Perm, Pskov, Pyatigorsk, Rostov-on-Don, Ryazan, Samara, Saratov, Smolensk, Surgut, Tambov, Togliatti, Tuapse, Tula, Tver, Tyumen, Ufa, Ulyanovsk, Vladimir, Volgograd, Voronezh, Vyborg, Yaroslavl and Yekaterinburg.

For all other destinations served, the maximum value (including freight charges) is 200 Euro CIF-value per shipment.

Non-document shipments sent from business to business and destined to areas where we do not offer high value clearance will not be delivered if the customs value exceeds 200 Euro (CIF-Value) per recipient or if they are subject to prohibitions and restrictions which require an individual customs clearance procedure.

The shipments will be returned to the sender under the primary re-export regime. Within the primary re-export regime UPS prepares the shipments for re-export immediately without applying for an import procedure first.

The consignee must sign a brokerage agreement with their customs broker before a high value shipment can be cleared.

For shipments destined to companies and imported at the Vladivostok import port, the Russian Federation Customs in Vladivostok require the signed agreement for the clearance of letters, documents and low value non documents as well. Delays in clearance and delivery are therefore very likely.

The consignee is responsible for providing Customs with the necessary documents for clearance if duty and VAT apply. The consignee should pay duties and taxes before delivery.

Once these transactions are completed, Customs will clear the shipment and UPS can deliver it.

For Shipments destined to private individuals, the private person must pay duties and taxes before customs release if the low value threshold is exceeded (see value threshold). At all import sites, customs authorities do not allow a carrier to pay on behalf of a private consignee.

Please note that Russian customs is applying additional control measures to shipments from/to Turkey and shipments originating from Turkey but exported from other countries or territories.

All shipments must be held for physical inspection regardless of the commodity or value with one-two day delay at least (dependent on customs productivity).

In addition, Russian Customs have stopped applying the manifest clearance procedure to Turkish low value non document shipments.

All Turkish non doc shipments, regardless of the value, must be declared individually by the importer with additional documents being provided by the importer to support the formal entry clearance.

Turkish Low Value shipments will be put on hold and UPS will contact the receivers for the additional documentation required. If the consignee cant provide this, UPS will have to send the shipment back to the origin.

Letters and Documents are not affected and might be cleared by the manifest after physical inspection is done by Customs.

The customs value must be the value of the imported goods. The customs value shall be based on the transaction value which is the actual price of the goods plus adjustment for certain elements. Freight charges are the most common element for adjustment. It is very important that shipments to Russia are both accurately described and have a sensible value for the items concerned. If incorrect, such shipments are likely to be delayed, resulting in service failures. Russian Customs are continuing to undertake regular inspections.
Door-to-door delivery applies for all served areas of Russia. If a shipment is addressed to a non-served area by mistake, the consignee can pick it up at Gateway for further clearance at their local Customs.
Russian Customs assess duty and tax and then charges the party indicated by the billing option selected by the shipper.

For high value shipments addressed to private persons cleared at the import site Vladivostok (VVO), UPS is not allowed to pay duty and taxes on behalf of the private person and bill afterwards. The private person must pay duty and taxes on his own prior to release and delivery.

Non-commercial shipments not exceeding the Deminimis Value limit will be cleared by Customs on the day of arrival without the need for additional documents from the consignee. However this only applies if the imported goods are not subject to the additional control of Customs or other state authorities of the Russian Federation. The cleared shipments can be delivered to any destination served by UPS.
Formal Entry Declaration of Merchandise

All import shipments are subject to Customs clearance in Russia. Russian Customs can physically inspect any shipment without prior notification. All shipments exceeding the deminimis value or containing commodities subject to prohibitions and restrictions must be cleared within a formal entry declaration prior to release.

Shipments classified as undervalued by the Russian customs authorities must be cleared within a formal entry declaration.

Importer TAX ID (INN) - shipper is responsible to provide the importer TAX ID number upon shipping goods to RU For letters and doc shipments, the Tax ID number needs to be marked on the UPS air waybill and as well on the shipping invoices for Non-document shipments.

New business consignees will be contacted for their Customs registration number if the total value of the shipment is more than 200 Euros CIF-value or if the shipment is for commercial use. Shipments to businesses for commercial use and below 200 Euro CIF-value need to be declared within a formal entry clearance even if no duty and VAT apply.

For any formal entry declaration, the business consignee must provide to Customs the following documents:

  • The legal documents of the consignee showing their registration number (business) or a copy of their passport (private individuals)
  • The contract between the shipper and the consignee (if applicable)
  • The Passport of transaction. This is a special document of currency control from the consignee's bank (if applicable)
  • Language translation of the invoice
  • The Application Letter to Customs

The classification of merchandise has become more complex which is causing delays in clearance. Above and beyond the current clearance process, delays are currently running at a minimum of 3 days but can be longer if the consignee is not prompt with documentation. The principal operations are currently negotiating some relief in this system for express companies.

All non-doc shipments from business to consumer (B2C) are subject to formal entry clearance. For details please check 'Business to Consumer (B2C)'.

The Russian Federation has imposed a full embargo on the import of fruits, vegetables, meat and meat products, milk and milk products and fish and fish products which originated in the European Union (EU), the USA, Canada, Australia and Norway.

Goods with origin in other countries or territories but shipped from an embargo country or territory must be accompanied by a valid Certificate of Origin to be imported into Russia. The import ban started August 7, 2014.

Credit card payments are accepted upon delivery for freight and import charges by this destination. Contact UPS or the UPS service partner in the destination country or territory to determine which credit cards are accepted.

Restrictions may apply for freight collect shipments from the origin country or territory. Contact UPS or the UPS service partner in the origin country or territory prior to shipping.

UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

There is a temporary suspension on the import of non-document shipments sent by private individuals to private individuals in the Russian Federation. Any such shipments received will be automatically returned to the shipper. For shipments-Business to Consumer-(B2C)-please contact your sales contact to support a smooth set up of new B2C business.

The authorities in Russia recently communicated new Customs procedures impacting import shipments sent from business to private individuals in Russia (B2C). For more information please check 'Business to Consumer (B2C)'.

Some commodities are subject to sanitary-epidemiological controls at the border. Affected are commodities getting in contact with the human skin like foodstuff, products for kids, cosmetics, certain personal protective equipment, and products used to produce or clean such products. These commodities can only be imported by companies if the government of one of the countries or territories of the new built customs union (Russia, Belarus and Kazakhstan) certified the safety of the products prior to the first import. With the start of the customs union between Russia, Belarus and Kazakhstan back in 2010 the sanitary-epidemiological controls are executed at the border.

With the arrival of the goods the government registration certificates must be presented together with an invoice in Russian language attested by the shipper. The shippers invoice must state the producers name, the country or territory of origin and full detailed description of goods. Shipments without the appropriate documentation are not allowed for import and have to be returned.

There are some exemptions from the above mentioned rules. Samples imported for certification purposes in regard to sanitary-epidemiological control requirements and samples intended for trade fairs or promotional purposes and not intended to be sold can be imported without the certificate. If goods are imported under the exemptions they must be accompanied by a letter of the producer stating that that the products are produced and sent to the consignee for the above mentioned purposes. The shippers invoice still must state the producers name, the country or territory of origin and full detailed description of goods. The documents have to be in Russian language and have to be attested by the shipper.

Please note that shipments must be cleared in the Gateway city or are cleared remotely by an importer. UPS doesnt provide the bonded transportation service to these cities.

For all other destinations in Russia, service-including Business to Business (B2B)-is limited to documents and low value packages (maximum of 200 Euros - CIF value - per shipment), unless on Business to Consumer (B2C) basis.

Business to Consumer-(B2C) can be delivered to all served destinations in Russia for any value up to US$50,000 per package. Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing to a third party, the third party's name, country or territory and account number are required.
  • Duties and taxes can only be billed to the receiver.
  • Please note the following third party billing exceptions:
    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Russia. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Automotive spare parts require a conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign for automotive spare parts.

If the conformity declaration/certificate and/or the sign is missed, shipments will be rejected by customs and returned back to the shipper.

Automotive spare parts not intended for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale.

A single quantity (less than 3 pieces) from business partners might be considered as documents.

Any other quantity is considered as non-documents.

Shipments of chemical products, depending on the Harmonized Tariff Code, may require an import license or a simple confirmation from the consignee. In addition, the product itself must be labelled with a description of substances as well (for example list of ingredients, safety data sheets etc.), and the commercial invoice must contain a detailed product description, otherwise, shipments will be rejected by customs and returned back to the shipper.

Products which are used for cleaning or producing machinery meant for producing food stuff, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border. The government registration certificates and attested invoices in Russian language need to accompany the products at the point of time of arrival.

Clothing requires a conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Russian Federation. Clothing intended not for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale.

Shipments of computer equipment, its spare parts and components for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Computer equipment or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such computer equipment or spare parts and components are imported for internal use only, and not for resale.

Shipments of cosmetics require a conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Cosmetics intended not for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale.

A copy of the government registration certificate issued by ROSPOTREBNADZOR must accompany the shipment together with an invoice in Russian language attested by the shipper to avoid an immediate return of the shipments.

Cosmetics with an alcohol content exceeding 9% are subject to excise tax and cannot be cleared by UPS. Any delays or accessorial fees are the responsibility of the consignee.

Any cards are considered a non-document shipment.
Shipments of electric equipment to conduct electricity or transforming electricity above 50V of voltage, its spare parts and components for resale, require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Electric equipment or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such equipment or spare parts and components are imported for internal use only, and not for resale.

Shipments of Electronic Signature Keys require a special permit issued by the Federal Security Service.
Passports, birth certificates, driver licenses and any other documents which indentifies Russian citizens and foreigners can be imported as non-documents. The importer will be required to provide an explanation why the shipment is to be imported.
Intercompany Data shipments require an invoice with the value and detailed description of the data or software. See also Software.
Shipments of machinery its spare parts and components for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

A government registration certificate issued by ROSPOTREBNADZOR and an attested invoice in Russian language must accompany the products at the point of time of arrival.

Negatives, slides and printing films require a commercial invoice.
Packing materials (not UPS packaging) including carton boxes, packs, bags and cases require a conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

The invoice must include a description of the part, the type of machine for which the part will be used, and a list of the part's components.
Shipments of software require a detailed invoice with the values of the medium, software or data, intellectual value, operating manual, etc.

Shipments of Encryption software will require a license issued by the Ministry of Economic Development and Trade and a special permit issued by the Federal Security Service.

If it is not a paper item (paper clips, drawing-pins) it should be declared as a non-document with the invoice.

If it is paper items (printing paper, etc.) a limited quantity (3-5 pieces) might be considered as documents by Customs.

Shipments of telecommunication equipment, its spare parts and components for resale (including Televisions) require an invoice with a detailed description of every spare part and component. A permit from the Federal Security Service and a conformity declaration/certificate is required. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

Shipments of telecommunication and network equipment containing a scrambler or cryptographic device require a license issued by the Ministry of Economic Development and Trade and a special permit issued by the Federal Security Service.

Shipments of telephones or telephone equipment require a safety certificate issued by ROSTEST.
Shipments of cell phones and wireless equipment require a special permit issued by the Federal Administration of Radio Frequencies.

Shipments of toys for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required.

It must be provided to the customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Toys intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such computer equipment or spare parts and components are imported for internal use only, and not for resale.

Drones are considered to be an aircraft in cases where they have a lift off weight above 250g and need a single approval as aircraft from the government.

In addition, all drones using wireless control to steer the drone require a general registration by the Federal Security Service (FSS) in Russia, independent of the weight. The FSS registration will be given for a certain model and not for each individual drone. As a result drones with a lift-off weight up to 250g and an FSS registration can be imported into Russia without an indvidual government approval for aircraft.

Drones which exceed the weight limit require an individual government approval as well as the general FSS registration. If the government approval is missing at the point of time of importation, the drone must be returned to the shipper immediately.

Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.
Shipments of veterinary products require a conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Russian Federation. The conformity declaration/certificate must be published on ROSAKKREDITACIA web portal (fsa.gov.ru). The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

Prohibited or Restricted Commodities

In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Russia.

The importer of air soft guns must provide a Certificate of conformance issued by ROSTEST. In addition, the importer must provide a permission of the Ministry of Internal Affairs.
Excise duty applies on all alcoholic beverages. All commodities underlying an excise duty regime need a special customs clearance. UPS is not allowed to provide such a clearance. All alcoholic beverages must be returned to the shipper on shippers expense. Forwarding to another customs broker or abandoning of the shipments is not a legal option.

Samples that are intended for exhibition purposes, or are being importing for certification purposes can be imported in very limited quantities (5 pieces maximum of each item). The importer is responsible to submit an exhibition attendance confirmation document or a certification agreement to customs prior samples arrival to Russia.

Cows, goats, sheep, and pigs are considered domesticated animals.All other animals are considered non-domesticated animals. Items or products made from non-domesticated animals are restricted in the UPS system and only allowed with a UPS ISC contract. CITES permit and additional restrictions may apply, please check with your local ISC Coordinator.

Shipments of animal products must have an original Health certificate from the manufacturer and are subject to a veterinary inspection. Additional charges and delivery delays may occur. The consignee must provide a safety certificate issued by ROSTEST.

Antiques can be imported without paying duty .Antiques are defined as a work of art, piece of furniture, decorative object, or silverware that is 100 years old or older. To be accepted as an antique the importer must provide a certificate from the Ministry of Culture.
Artwork can be imported without paying duty. To be accepted as an artwork the importer must provide a certificate from the Ministry of Culture.

Artwork includes the following: Original engravings, prints, lithographs, original sculptures, statuary.

The term "Artwork" does not apply to: architectural, engineering, industrial, topographical, commercial drawings, hand-painted or hand-decorated manufactured articles.

Shipments of bakery products must have a Phytosanitary certificate and are subject to a Phytosanitary inspection. The importer is responsible for any additional accessorial fees or delays.

UPS is not able to handle or import these products. Bakery products arriving with UPS must be returned immediately at shippers expense.

Shipments of flower bulbs are prohibited.
Excise duty applies on all tobacco products. All commodities underlying an excise duty regime need a special customs clearance. UPS is not allowed to provide such a clearance. Some kind of dried plants are considered as illegal drugs, (for example, Salvia divinorum, Argyreia nervosa and Nymphaea caerulea). Typically they are identified as AM-HI-CO, Dream, Spice (Gold, Diamond), Zoom, Ex-ses, Pep Spice, Yucatan Fire, etc. The importation of these kind of goods is prohibited and will be traced with significant consequences for the shipper and consignee.

For legal drugs please see 'Medicine'. The term 'drug' is classified as an illegal product by the customs authorities. For shipping legal drugs the term 'medicine' should be stated on the invoice.

Shipments of dry plant items are prohibited. Some kind of dried plants (for example, Salvia, divinorum, Argyreia nervosa and Nymphaea caerulea) and products made out of these plants are considered to be illegal drugs and are not allowed to be imported. Deliberate infringements will be criminally prosecuted..
Electronic Cigarettes can only be shipped with an International Special Commodities (ISC) contract.

A Conformity Certificate is required from the manufacturer.

Flavorings for E-cigarettes are equated to tobacco products and therefore are Prohibited to Russian Federation, even if the shipper holds an ISC Contract.

Shipments of flowers are prohibited.
Foodstuff is any product that can be eaten or drunk for nutritional or beneficial purpose by human beings and animals.

It includes alcoholic beverages, tea, wine, animal products, bakery products, dairy products, dried fruit, fish and fish products, food supplements, meat, pastry products and vitamins.

UPS is not able to handle or import these products. Products arriving with UPS must be returned immediately at shippers expense.

Shipments of vitamins require a permit from the Russian Ministry of Health. This is valid for both, private and commercial importers with the exception that private importers are only allowed to import vitamins which are already registered in Russia.

For food supplements classified as medicine the requirements for medicine applies.

UPS is not able to handle or import these products. Fish and fish products arriving with UPS must be returned immediately at shippers expense.

Shipments of jewelry to private individuals may be cleared by UPS. Customs requires a document confirming the declared value of the goods.

Shipments of jewelry and bijouterie to businesses cannot be cleared by UPS and are subject of return to the shipper immediately.

Shipments of jewelry can be shipped as long as the value does not exceed US$500.00 or the local currency equivalent per package.

Jewelry for which the retail price is lower than US$150.00 per item and which do not contain precious metal(s) and/or stone(s) are considered costume jewelry and can be shipped only up to this value from the origin country or territory.

UPS is not able to handle or import these products. Meat and meat products arriving with UPS must be returned immediately at shippers expense.
Medicines are currently prohibited by Russian Customs. This affects other carriers and not just UPS.
All commodities shipped to an army is defined as military equipment. It is not allowed to transit military equipment via Russia to other countries or territories.
Valuable Commodities

Valuable commodities such as checks (including equivalent vouchers), banknotes, gold, platinum, precious stones (synthetic stones are included), pearls and cultured pearls, precious metal, bullion and coins ,are prohibited for import to Russia by either B2C or B2B.

Shipments of pastry products must have a Phytosanitary certificate and are subject to a Phytosanitary inspection. The importer is responsible for any additional accessorial fees or delays.

UPS is not able to handle or import these products. Pastry products arriving with UPS must be returned immediately at shippers expense.

Personal effects cannot be shipped between these countries or territories.
The import of plants are prohibited.
Seeds are prohibited.

Special Clearance Requirements
Inward Processing Relief (repair, processing and return)

The customs procedure of inward processing is used for goods who are supposed to be repaired inside Russia and re-exported after repair. The import procedure requires customs control till the correct re-export of the goods. The importer has to pay duty and VAT as guarantee or provide a bank guarantee.

The importer is obliged to re-export the items during the period granted for repair within the import declaration for inward processing. If the re-export fails within the given period customs apply a fine to the importer and the importer must decide immediate on re-export or permanent importation. Customs inspections with the import and re-export clearance is mandatory.

The invoice must clearly state that goods are being imported for the purpose of repair or processing.

Additional costs apply.

Outward Processing Relief (Goods re-imported after repair)

To apply for a re-import free of duty and VAT the goods had to be exported within the outward processing procedure (temporary export). The importer must provide a valid export declaration for outward processing-otherwise, the importer must declare free circulation import with full import duties and taxes.

The shipper must specify the following on the invoice:

  • The value of the goods before repair
  • The cost of the repair
  • The country or territory of origin
  • The reason for return
The importer must provide a valid export declaration proofing that the same items were exported-oherwise,the importer must declare free circulation import with full import duties and taxes.

The shipper must specify the following on the invoice:

  • The reason for return (for example, guarantee, refused by the importer)
  • The date of export and number of export shipment

At the moment customs does not accept any proof of export if the goods were not inspected by customs at the time of exportation.

The invoice must include a description of the sample and indicate if the sample is marked or mutilated.

Samples for certification purposes to obtain either a conformity declaration or a conformity certificate: The shipper must indicate on the invoice:

  • Reason for export: For certification
  • Additional Comments: Conformity compliance certification for future products import to Russia.

The importer is responsible submit either a contract with a certification company or the certification company confirmation. The items quantity and weight must be mentioned on the contract or in the confirmation.

New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
Within the customs procedure of temporary importation, goods designated to be imported for a limited stretch of time and remaining in the same state can be cleared without duty and VAT. The imported goods are often intended for exhibition purposes, testing purposes or presenting to potential customers. The goods remain under customs control until the re-export.

Goods imported with the customs procedure of temporary importation are subject to the provision of security with limited exemptions. The security covers duty, VAT and taxes and will be calculated on the base of the customs value used for a declaration for free circulation. The security has to be paid on deposit by the importer prior to release. The security will be paid back by customs when re-exporting the goods under customs control. In addition, monthly periodical customs fees can be applied (minimum for 3 months). The fee is 3% of duty, VAT and taxes used for a declaration for free circulation.

The invoice must clearly state that the goods are being temporarily imported but not for processing or repair. It is also useful to put the reason of import on the invoice. Customs inspections might be possible. All goods should be clearly indentified and be supplied with marks (for example, serial numbers, model numbers etc). Customs can apply special marking for some goods to make sure that temporarily imported goods be indentified while re-exporting. In order for the importer to reclaim the security, goods must be re-exported under the temporarily import / export procedure. If due date of re-export is missed, the importer can be fine by customs and commodities can be seized by customs.

UPS has no responsibility to make clearance of temporary imported goods. The importer has to carry out the temporary customs regime terms on own accountability and own risk.

Value Limits

Private Shipments

    • Shipments sent from private individual to a private individual (C2C):

      There is a temporary suspension on the import of non-documents sent by private individuals to private individuals in the Russian Federation.

      Any such shipments received will be automatically returned to the shipper.

      Shipments send from business to a private individual (B2C):

      According to the Russian customs regulations, a B2C (business to consumer) is defined as a shipment containing goods purchased via internet and imported by a private individual for personal use only. Goods bought by a private individual during a journey outside Russia and sent by the shop after the return of that person to Russia are not considered as B2C shipment and are subject to formal entry declaration and import fees independent of the value.

      The following thresholds apply for the importation of B2C shipments without duty and VAT: 500.00 European Monetary Unit (Euro) CIF-value per calendar month and a weight limit of 31 kgs per calendar month.

      Both thresholds are defined as cumulative thresholds per calendar month. Both thresholds, the cumulative value and the cumulative weight, must be kept to import without duty and VAT. The first shipment exceeding one of the two thresholds within the time span of one calendar month needs to be cleared as a formal entry shipment with duty and VAT payments.

      Shipments within the range of the deminimis value are subject to regular inspections. Undervalued or not declared items can be seized by customs. The customs value has to be the transaction value. In cases in which there is no transaction value the methods of valuation are based on the framework defined by the World Trade Organization (WTO).       Alcoholic beverages, tobacco products, foodstuff, food supplements, chemicals and medicine cannot be cleared as low value. They must be cleared as formal entries like all high value shipments.
