Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Packing list is not mandatory required.
The following commodities require an Import License:

  • Reserved Commodity (control of import, export and reserve stocks) regulations are as follows:
  1. Frozen or chilled beef, mutton and pork, including veal, lamb and all offal.
  2. Frozen poultry
  • Agricultural pesticides
  • Pharmaceutical products and medicines
  • Textile shipments do not require a license or notification.

    Additional Clearance Information
    In order to expedite the clearance process, the shipper must include complete details when declaring the contents of the shipment. Incomplete descriptions, such as “spare parts” or “samples,” will cause Customs to hold the shipment.
    Credit card payments are accepted upon delivery for freight and import charges by this destination. Contact UPS or the UPS service partner in the destination country or territory to determine which credit cards are accepted.

    Billing Options
    • Shipping charges can be billed to the shipper, receiver or a third party.
    • When billing the receiver, either the shipper or receiver's account number is required.
    • When billing to a third party, the third party's name, country or territory and account number are required.

      • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
    • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
    Commodity Specific Stipulations

    There are special stipulations on the following commodities when shipping to Hong Kong. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

    Shipments of animal skins require a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) certificate. CITES must be endorsed by origin customs authority.

    Shipments of coffee require an import permit from the Health Department of Hong Kong.
    Shipments of food require an import permit from the Health Department of Hong Kong.
    The type of leather (e.g. leather cowhide boots) must be indicated on the invoice. A Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) certificate is required from the shipper.
    American Ginseng
    Exports from United States and Canada Only require a Export Permit/CITES Certificate for any American Ginseng imported into Hong Kong. The Export Permit/CITES Certificate is required to prove that the product originated from farm-cultivation and its exportation is therefore not detrimental to the survival of the species. This regulation applies to all purposes of import (commercial, individual, gift, samples, etc.).
    Shipments of pharmaceuticals require an import permit from the Health Department of Hong Kong.
    Shipments of samples must have the full description listed on the invoice. Shipments without clear descriptions are subject to a customs inspection.
    Shipments of satellite equipment require an import permit from the Trade Department of Hong Kong.
    Shipments of telecommunication equipment require an import permit from the Telecom Department of Hong Kong.

    Shipments of vitamins require an import permit from the Health Department of Hong Kong.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Hong Kong.

    Import of Alcoholic beverages into Hong Kong is permitted via ISC contract service.

    Imports of liquor with an alcoholic strength of not more than 30% by volume measured at a temperature of 20C will be duty free.

    For alcohol with an alcoholic strength of more than 30% by volume measured at a temperature of 20C, import license/permit is required and 100% duty would be imposed.

    Includes the following (this is not all inclusive and only a guideline): Military Aircraft parts, Military Motor vehicles, Tanks, night vision goggles', weapons, firearms, Artillery, Ammunition, Missiles, Explosives, military training equipment and protective personnel equipment, military electronics, space systems, Nuclear Weapons, Submersible vessels.
    • The export or import of defense articles which fall under the US State Department (DDTC) or ITAR control require special care to ensure shipments are presented to US Customs at the time of exportation or importation.
    • Failure to do so may result in penalties, seizure of the shipment.
    • Shippers who fail to provide the proper documentation and export details will have shipments returned to the shipper immediately.

    UPS has compliance responsibilities under Export Administrator Regulations (EAR) and must know their customers and be aware of suspicious circumstances that may be present in an export transaction.

    State Department Controlled shipments are those shipments which require either a State Department License (SDL) or SDL Exemption, also referred to as ITAR shipments.)

    UPS (small package) State Department License (SDL) or State Department License Exemption (SDL Exemption) controlled shipments are prohibited to and from this country or territory.

    According to Cap 217 《Weapons Ordinance》, Laws of Hong Kong, any person who has possession of any prohibited items commits an offence.

    • Gravity-operated steel baton
    • Knuckleduster whether spiked or not and with or without blade

    • Any knife the blade of which is exposed by a spring or other mechanical or electric device

    Any bladed or pointed weapon designed to be used in a fashion whereby the handle is held in a clenched fist and the blade or point protrudes between the fingers of the fist.

    Customers must use an authorized UPS / MBE (Mail Boxes Etc) Store, UPS Customer Center or an ISC approved shipper to ship personal effects. The UPS Store, Mail Boxes Etc., UPS Customer Center and ISC approved shipper will be required to identify personal effect shipments on the shipping label by placing "ISC-Personal Effects" in the Reference Field of a UPS "smart" label or in the Special Instructions Field of a UPS waybill. They must also clearly indicate 'Personal Effects' shipment on the Commercial Invoice.

    Personal Effects are classified as used items (owned for a minimum of 6 months) intended for the consignee's personal use. Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis. "Personal Effects" must be clearly stated on the invoice and goods description.

    Customers can protect their shipment against loss and damage by purchasing UPS Shipment Protection available through participating The UPS Store or MBE locations.

    Any form of smokeless tobacco product is prohibited.
    Shipment of toy guns require an International Special Commodities (ISC) Contract. In addition, a Shipper Declaration to certify the toys muzzle energy is less than 2 joules is also required.

    Special Clearance Requirements
    The invoice must include a complete description of the sample.
    New requirements have been implemented for both small package and WWEF shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory
